Decatur City Plan Commission
January 7, 1999 '
Page Seven '
2. Increase maximum building height from 35 feet to 50 feet. Reduce minimum front yard il
setback from 30 feet to 25 feet. Eliminate the required side yard and rear yard setback at all ,
esting internal or future internal lot lines.
3. Reduce the minimum side yard setback at corner lots from equal to the front yard setback to
one half of the front yard setback.
4. Eliminate the parking requirement.
These are reasonable amendments to the R-6 category. Notwithstanding the applicant's
representation that this project will not result in increased traffic, the impact of this public facility
on parking cannot be easily determined at this stage. If parking demand continues to increase in
the area, and if Millikin's forthcoming 197-car parking lot proves inadequate to that demand, the
University and the Park District may need to provide additional parking at some time in the
future. This can best be addressed through a cooperative effort between the City and the
University, resulting in a memorandum of understanding charting the long-range growth of the
University campus, forecasting the future needs for parking and other infrastructure.
Specifically, staff recommends that the approval of this PUD be granted only upon the condition
that Millikin University stipulates that, in the event that parking to serve this facility is found to be
inadequate by the City, the University will proceed to eliminate the condition within six months of
 the deternunation.
A University Expansion District, similar to the district which we are now developing in
cooperation with Decatur Memorial Hospital, could be incorporated into the Comprehensive
Plan. Fortunately, the University is acquiring land to accommodate future growth, so space
should be available. This is certainly a useful project and one which will provide a benefit to the
students, faculty, and staff at Millikin University and to the community at large.
In reviewing this proposal, staff had several other concerns:
1. The application lacked a landscaping plan. We note that one has been delivered and is being
reviewed. We have not had the opportunity to make a final recommendation on the landscape
plan.
2. A sight break fence was needed as a visual buffer from the nearby residential uses. This has
been provided.
