Decatur City Plan Commission
January 7, 1999
Page Six
Mr. Demirjian questioned the number of parking spaces that would be required for this type of
development. Mr. Prather stated that, theoretically, there could be 1,800 people in the building.
Most of the traffic would be student foot traffic. If there were then one car for every ten people,
there would be 180 spaces required. Mr. Prather stated that the basketball would most likely
bring in the most people with 700 to 800 people in attendance.
Mr. Shampine questioned if this is a public facility, would the public use the private parking lots
of Millikin University. Mr. Prather stated that the university sees their primary time of using the
facility to be in the morning and early P.M. The majority of students and users of the facility at
that time will be walk-ins who have parking in other areas. The Park District anticipates soccer
games in the everungs and on the weekends. The existing parking lot has 232 parking spaces and
a 192 space parking lot will be opened one block away. Mr. Stuart Koop of Millikin University
stated that although there is no formal agreement at this time regarding parking, an agreement
could be obtained.
ADA requirements were discussed. Mr. Cherry questioned whether there would be a dedicated
crosswalk from the parking lot to the building entrance. Mr. Prather stated that petitioners would
not be adverse to the crosswalk if required by the City for crossing Wood Street.
There were no objectors present.
Mr. Forgey presented the recommendation of staff: I
The petitioner, in association with the Decatur Park District, proposes an 87,000 square foot, '
two-story indoor sports center. The property is zoned R-6, a multifamily residential category, and
the applicant does not propose a change in the underlying zoning.
According to the petition, the applicant "is in the process of acquiring additional land in the two
block area bound by Wood Street and Decatur Street to the north and south and the railroad
tracks and Fairview Avenue to the east and west. The intent is to vacate Macon Street from
Fairview Avenue to the railroad tracks and develop this area with indoor sports fields to
complement the indoor center. The petitioner is requesting PUD modifications to the R-6 district
requirements as outlined in Exhibit 'C.' "
Eibit "C" specifically calls for four modifications to the terms of the R-6 zoning category:
1. Eliminate the restriction that community buildings be located a minimum of 40 feet from any
side or rear yard lot line..."
