It was moved and seconded (Schiller/Woolsey)to forward Cal. No. 98-72 to City Council with recommendation for approval per staff stipulations. Motion carried unanimously. Cal. No. 99-OS Petition of MII.,LIKIN iJNIVERSITY for approval of an R-6 Multiple Dwelling District Planned Unit Development to construct an indoor sports center on a tract of land located at the southeast corner of West Wood Street and South Fairview Avenue. Mr. Mark Tupper, Regional Director of Wight and Company, was present and spoke for the petition. Wight and Company has been commissioned by the Decatur Park District and Millikin University to construct an indoor sports complex. Mr. Bill Prather, Senior Project Manager, was also present. The sports complex will be constructed at the southeast corner of Wood Street and Fairview Avenue. The Park District wants to have an indoor soccer field and indoor golf training facilities and basketball. Millkin University is looking to have a dance/aerobic exercise room and an indoor track. Mr. Tupper stated that the configuration of the track drives the request for exception to the regulations. It is the intent of Millikin University to purchase the two blocks surrounding this property and vacate Macon Street in that area. The building setback will be encroached by five feet on the Fairview Avenue side. Mr. Tu er stated that there 1 n wou d ot be arkin located at this site. There is a 192 s ace PP P g P parking lot located one block away as well as parking across the street. Parking can be addressed I when the portion of Macon Street is vacated. Mr. Schiller questioned the proposed building height. Mr. Prather stated that the building is approximately 45 feet high, 360 feet long and the depth on Fairview Avenue is 280 feet. Mr. Schiller questioned the location of handicapped parking. Mr. Prather stated that there are nine handicapped parking spaces in the lot across the street. There will be no parking on location whatsoever. He noted that there are only four properties not presently owned by Millikin University. There are signed contracts on two of the properties located on Macon Street and a verbal commitment on one other property. An agreement has not been reached with an owner of the property on Wood Street. Mr. Schiller questioned why the setback of 25 feet is needed versus compliance with the 40 foot setback requirement. Mr. Prather stated that the building is being constructed to meet the configuration for the indoor track which will have 200 meter racing lanes.
