Section 3. That prior to issuance of any building permits for a specific use, complete site <br /> and construction plans including storm sewers, sanitary sewers, watermains, fire hydrants, <br /> vehicular access, parking lots, streets, landscaping and signage be submitted to and approved by <br /> the Director of Community Development and Director of Public Works. <br /> Section 4.
