COMMUNITY DEVELOPMENT MEMORANDUM
NO. 99-09
January 13, 1999
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: 7ames L. Williams, Jr., City Manager
Cecil A. Collins, Jr., Community evelopment Director
Max Forgey, Senior Planner`'W
Kathy Miller, Planner--`(`t
SUBJECT: Ordinance Rezoning Tracts Located at the Northwest and Northeast
Corner of McKinley Avenue and Union Street
The subject petition requests that a tract of land located at the northwest and northeast corner of
McKinley Avenue and Union Street be rezoned from R-3 Single Family Residential District and
R-6 Multiple Dwelling District to B-2 Commercial District. The tract currently zoned R-3
contains appromately 3.3 acres while the tract currently zoned R-6 contains 6.5 acres; both
tracts are vacant at this time. The purpose of the proposed zone is to enable the lots to be
developed commercially to construct the new joint use YMCA/YWCA facility.
While said premises are adjoined on the west and the north by property zoned R-6 Multiple
Dwelling District and used by a nursing home, a day care facility and St. Johns Lutheran Church,
and R-3 single family to the east, it should be noted that property appromately 600 feet to the
north is currently zoned B-2 Commercial and the property appromately 160 feet to the west is
zoned B-1 and B-2 commercial districts.
Upon review of the 1990 Comprehensive Land Use Plan, staff notes that the subject premises are
earmarked for high density residential development. However, this plan failed to recognize the
growing needs of the hospital. The updated Comprehensive Plan will designate this area
institutional to reflect Decatur Memorial Hospital's strategy to move north. The proposed zone
would be in keeping with the intent of the land use plan as updated.
In view of this data, staff recommends approval of the petition as presented.
