I CaL No. 99-08 Petition of TIM STONE to rezone tracts of land located at the northwest <br /> and northeast corners of McKinle Aven n ni n <br /> y ue a d U o Street from R-3 <br /> Single Family Residence District and R-6 Multiple Dwelling District to , <br /> B-2 Commercial District. <br />, Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition representing the <br /> petitioner. Mr. Cochran stated that the Greater Decatur Y would be constructing its facility and <br /> the corner of McKinley Avenue and Union Street. It is believed that B-2 is the best classification <br /> for the use of a private or community club. Mr. Cochran stated that Decatur Memorial Hospital <br /> owns the entire block surrounded by McKinley, Pythian, Union and Church. There is a 100 stall <br /> parking lot in the east half of the block and the west half is vacant. The hospital is working to <br /> purchase the property to the north. <br /> There were no objectors present. <br /> Ms. Miller presented the recommendation of staff: <br /> The subject petition requests that a tract of land located at the northwest and northeast corner of <br /> McKinley Avenue and Union Street be rezoned from R-3 Single Family Residential District and <br /> R-6 Multiple Dwelling District to B-2 Commercial District. The tract currently zoned R-3 <br /> contains approximately 3.3 acres while the tract currently zoned R-6 contains 6.5 acres; both <br /> tracts are vacant at this time. The purpose of the proposed zone is to enable the lots to be <br /> developed commercially to construct the new joint use YMCA/YWCA facility. <br /> While said premises are adjoined on the west and the north by property zoned R-6 Multiple <br /> Dwelling District and used by a nursing home, a day care facility and St. Johns Lutheran Church, <br /> and R-3 single family to the east, it should be noted that property appro�mately 600 feet to the <br /> north is currently zoned B-2 Commercial and the property approximately 160 feet to the west is <br /> zoned B-1 and B-2 commercial districts. <br /> Upon review of the 1990 Comprehensive Land Use Plan, staff notes that the subject premises are <br /> earmarked for high density residential development. However, this plan failed to recognize the <br /> growing needs of the hospital. The updated Comprehensive Plan will designate this area <br /> institutional to reflect Decatur Memorial Hospital's strategy to move north. The proposed zone <br /> would be in keeping with the intent of the land use plan as updated. <br /> In view of this data, staff recommends approval of the petition as presented. <br /> Mr. Demirjian questioned the uses to the west of the area to be rezoned. Ms. Miller stated that <br /> there is a nursing home and day care which is zoned R-6. <br /> It was moved and seconded (Cherry/Smallwood)to forward Cal. No. 99-08 to City Council with <br /> recommendation for approval as presented. Motion carried unanimously. <br />
