They have found that <br /> putting barriers in with a neighborhood group that does not want them causes more problems. If <br /> there is a strong neighborhood there, then it will work. <br /> Mr. Works stated the neighborhood will not want barricades. <br /> Ryan stated that if the neighborhood does not want it, then it will not work. <br /> Newell would agree to two-way stop signs at two intersections, but the concerns of the <br /> neighborhood will not be addressed by the four-way stops. It will not solve the problem. It will <br /> only temporarily appease the neighborhood and the problem will remain. <br /> Sober stated that four-way stops were installed at other intersections by the Commission in the <br /> recent past. <br /> Newell advised those were put in to address the prevailing tra.f�ic problems. <br /> Debbie Sober, 356 West Macon Street, asked what the purpose is of a four-way stop, and said <br /> that stop signs are avoided if a driver wants to go fast. She believes a four-way stop would <br /> reroute the traffic. She also asked about the traffic counts for the small number of homes on the <br /> street. She agrees the traffic needs to be diverted. <br /> Newell advised a four-way stop is used to regulate traf�ic beyond what a two-way stop would . A <br /> two-way stop is usually put in first, and if that does not work, a four-way stop is instailed. A <br /> four-way stop is put in as an alternative to a traffic signal, or at least where opposing volumes are <br /> fairly equal. His contention is that there is not a speed problem at these locations, there is a <br /> cut-through problem. The speed limit is 30 mph in this area and prevailing speeds are less than <br /> this. <br /> Mr. Wynne asked if the traffic counts could be taken again over a weekend. <br /> Newell advised that two of the eight counters were stolen at this location the first time. <br /> Gillen would definitely go with the two stop signs at both intersections. If a four-way stop is <br /> requested in the future, the situation can be reassessed. <br /> Ryan thinks this would address the accident problem, but would not do anything for the <br /> neighborhood. He is hearing that the 24-hour count does not accurately show what happens in <br /> that neighborhood. If that is the case, a couple more days should be checked. He asked if it <br /> shows a consistent count but the speeds are higher, would that have any impact on the staff <br /> recommendation? <br />
