EXHIBIT C <br /> Description of Operations <br /> MASG Decatur Operations <br /> Special Use Permit <br /> This 29 acre site, with direct access to the Illinois Central Railroad, is intended to consolidate <br /> multiple business operations of MACC of Illinois in the Decatur marketplace. <br /> MACC of Illinois, through one of its subsidiaries Mid-America Sand & Gravel Co., currently <br /> operates Decatur Concrete Recycling located at 2750 North Jasper. At this existing site, concrete <br /> and asphalt removed from construction sites is delivered, stored on site, then processed through a <br /> recycling plant for.material to be reused for new construction improvements. The recycled material <br /> is approved by the Illinois Department of Transportation for reuse and the established, IEPA <br /> approved process utilizes the latest in technology and equipment to produce a reliable and <br /> competitive product. MACC of Illinois proposes to move this operation entirely to the subject site <br /> and incorporate material delivery,processing and sale operations for cost effective use of the site for <br /> multiple similar operations. (It is intended that the escisting plant site at 2750 North Jasper will be <br /> renovated and offered for sale to another industrial business allowed within the M2 zoning district.) <br /> Another planned use for the subject site is delivery, deposition, storage and sale of limestone <br /> materials to contractors and the public. The materials include dolomite limestone mined by the <br /> Vulcan Stone Company from their quarry near Kankakee,Illinois. Dolomite limestone is a superior <br /> product for construction because of its high flexural strength in comparison to other limestone. The <br /> intention is to stockpile the material for both sale and use in the production of asphaltic concrete,the <br /> other anticipated use of the subject tract. <br /> The remaining planned use of the site is for location of an asphalt plant which would utilize the <br /> limestone rail delivered by rail to the site. <br /> The attached site plan,submitted as Exhibit C,depicts the anticipated layout of the above operations. <br /> A fence is proposed near the east property line at 16 foot height to mitigate the impact of blowing <br /> dust and industrial operations from the adjoining properties and traveling public.
