Excerpts from Plan Commission Meeting of October 1, 1998
Cal. No. 98-53 Petition of DECATLTR PARK DISTRICT to rezone the premises ',
commonly known as 1685 South Franklin Street and 1689 South Franklin i
Street from B-3 Planned Shopping District to B-3 Revised Planned ',
Shopping District.
Mr. Larry Livergood of Architectural Expressions was present and spoke for the petition
representing Soy Capital Bank as the builder. NIr. Livergood referred to the site plan which
included construction details proposed intersection changes and a landscape plan. He stated that
Franklin Street Road provides access to Fisherman's Wharf. Ownership of the property will not
change; the Decatur Park District owns the property with a long term lease to Soy Capital Bank.
Old Franklin Street Road was sold to the Park District by the County.
Mr. Livergood stated that the subject property had been contiguous with the development known
as South Shores Shopping Center. The area outside the property line is owned by the Illinois
Department of Transportation (IDOT) on three sides. Three years ago the City of Decatur
approached the Park District regarding purchasing this property. The proposed building will be a
bank drive-up facility and an imaging center which is owned by Decatur Memorial Hospital. This
will not be an urgent care facility or family practice. There will be a low volume of traffic
generated. The banking facility will have four lanes with an ATM and the drive up is at the end of
the property away from the residential area. Mr. Livergood stated that the building is turned 180
degrees from the plan submitted the prior month to the Plan Commission. IDOT is requiring 300
feet from the intersection to the first curb cut. The first curb cut will be for the imaging center via
Franklin Street Road. Mr. Livergood stated that the building has been set as far west on the
property as possible in order to be sensitive to the residential area. Pictures were distributed of
the work previously completed by the owners.
Mr. Livergood stated that photo cell lighting will be used that will go off at a certain time and will
be a good security measure. Improvements will be made to old Franklin Street Road to meet the
minimum standards for streets. There will be curb and gutters with drainage to Lake Decatur. A
trac study was completed and it was deternvned that there would not be enough traffic
generated by this development to warrant a traffic light at the intersection. The bank and imaging
center will serve the existing clients already in the area. Left and right turn lanes will be allowed
by IDOT.
Mr. Shampine questioned whether traiic could turn left on Franklin Street Road when leaving the
facility. Mr. Livergood stated that the intersection will be widened; there will not be a median.
Mr. Schiller questioned if there would be a likelihood of blocked traffic due to the staging of cars
at the drive up facility. Mr. Livergood stated that the City requirements stipulate only four cars
can be staged. Franklin Street Road will become private property and there is a long entrance
drive.
