Whenever a police officer or other person duly authorized by the City <br /> to enforce this Chapter witnesses or has knowledge, based on reasonable <br /> grounds, of a violation by any person of any section of this Chapter, except <br /> section 25, such person may be issued a citation for said violation by the police <br /> officer or other person duly authorized by the City to enforce this Chapter. <br />
