MINUTES OF THE IvtEETING
OF THE
HISTORICAL. AND ARCHITECTURAL SITES CONIIIISSION
Wednesday, April 15, 1998, 4:00 P.M.
City Council Conference Room, Decatur Civic Center
The pril 1, 1998 meeting of the Historical and Architectural Sites Commission was called to
order at 4:05 P.M. in the City Council Conference Room, Third Floor of the Decatur Civic
Center, by Chairperson Ruth Prust who determined a quorum was present.
Members Present: Ruth Prust, Steve Oliver, Joanne Leonard, Joyce Weedon, John Cardwell,
Anne Pondelick, Lynn Potter, Mark Sorensen and James Williams
Members Absent: Tom Domoras
StaffPresent: Cecil Collins, Kathy Miller, Lori Nale
Item V. New Business was moved to the first order of business.
Special Use Pemut, Historic Neighborhood Use, 903 West Decatur Street, Dove, Inc.
Mr. Ray Batman of Dove, Inc. was present and spoke for the petition stating that the Decatur
Community Church has owned the property since 1972. The church installed a new furnace and
air conditioner. It was noted that Mrs. Leonard had rown up in this home. 1Ir. Batman stated
that the congregation has dwindled and they have decided to give the property to Dove. The
Proaram Directors of Dove decided if permission was obtained for the special use permit then
Homeward Bound would move from Clay Street to West Decatur Street. Homeward Bound has
five or six staff persons and some walk-in clients. Mr. Batman stated that Dove staff canvassed
neighbors in the area and the neighbors feel this is positive for the neiQhborhood. Dove believes
this is a positive use of the house and will be as ood a neighbor as they have proven to be on
Clay Street.
iIrs. Potter questioned how the home will be altered for the office. Mr. Batman stated that the
only work to be done is painting. There will be no additions. The signage would hang from the
front porch and the church's sign will be removed from the front yard. The conregation, which
now consists of 12 to 14 people, wants to continue meetin in the home on Sundays.
Ms. 1iiller stated that the issue is that Dove requested a Special Use Permit for Historic
Nei<,hborhood Use which will be heard by the City Plan Commission. The Plan Commission will
then make a recommendation to City Council. It was noted that a church is alloved in a
residential zone.
,
