HASC
Anril 1 1 9R
Page Three
Staff believes that the office use is a good use for this structure. The chances of this being a
single family house are probably slim in this area. There is already a parking lot in the rear of the
house. This oiice use will preserve the structure as it is and will not change the essential
character of the neighborhood.
Previously a special use, historic neighborhood use was granted at 401 West Main Street by St. !
Paul's Lutheran Church. This use has not changed the character of the neighborhood. A special
historic neighborhood use was granted at 401 North College for Dr. Kelly's office. Dr. Kelly I
added a handicapped accessible ramp to the north side of the house, but the use did not chane
the essential character of the neighborhood.
NWRAPS is in support of this petition. The structure is located in the
NWRAPS area. Their
hope is that more businesses do find the charm and character of the Historic District and locate I
their businesses, where appropriate, in the neighborhood. ,
Staff recommends approval of the request by Dove. This is consistent with the ordinance and the
use will preserve the existing structure and it will preserve the essential character and nature of
the surroundin neiahborhood. Staff would also ask for additional landscaping around the
parking lot to screen it from the road.
Also, a site plan should be submitted as soon as possible that is scaled with a north arrow and
should include the name, address, nature of business, the legal description, zoning, lot dimensions
and property lines including setbacks. .
Any siQns for the property must also be reviewed by the Commission before installation.
It was moved and seconded (Sorensen/Leonard) to approve the request for a Special Use Permit,
Historic NeiQhborhood Use at 903 West Decatur Street as presented by Dove, Inc. Motion
carried unanimouslv
Ms. Miller introduced Mr. Cecil Collins to the HASC members that were present titr Collir.s is
the Department Director of Community Development.
Certificate of Appropnateness, 452 West Prairie venue, James Turner
Mr. James Turner stated that he would like to redo the front porch as it is sagina. The stairwell
would be eliminated and the room addition removed that houses it. He would also like to tear off
the small back porch and build another porch using the existing posts and handrails. The rear
stainvell addition is not oriinal and all siding will be removed with it.
