Diane Centers, of 1512 West Riverview, has lived at this corner for several years and believes it is <br /> a hazardous area. Her family has often been involved in minor accidents. It is not something that <br /> has occurred over night, it has been there for years. The speeds may be the same as in 1988, but <br /> the volume of cars has increased. The City buses are also a problem. Most residents try to keep <br /> animals and children in the yards, but it is not always possible. Visitors to the neighborhood are <br /> also causing the speed problems. The speeds are entirely too fast. She has experienced near <br /> misses. There are a lot of youn�children in the neighborhood. If there was better visibility at this <br /> intersection, they would still have a concern, but in its present state it is a great concern. She <br /> knows that stop signs and engineers are expensive for the City. <br /> Judy Frazier, of 1537 West Riverview, stated that her driveway problem comes from the other <br /> direction. When cars approach the hill, they cannot see over the top of the hill. Parking is only <br /> on one side of the street, which is great. Because of that, cars are driven in the middle of the <br /> street. Many times she has come head on to a vehicle coming over the hill. She feels a stop sign <br /> on that hill would make oncoming cars stop, which would help. It would then become a four-way <br /> stop. Oncoming traffic on Riverview coming west cannot be seen when coming to the top of the <br /> hill going east. With summer coming, there will be a lot of kids on bicycles. Her problem is that, <br /> once she is on the hill, she has to trust that the person on the other side of the hill is watching also. <br /> Judy Lindemeier, of 1520 West Riverview, stated that her family is very fortunate, because they <br /> have a turn-around in the back of their house and do not have to back out of their driveway. She <br /> finds it interesting that there was only one accident reported in three years. There have been <br /> others that were not reported. She has lived in this house for 25 years. She believes traffic has <br /> increased. She thinks a stop sign would be indicated. <br /> Nordholm asked the Commission members for their thoughts. <br /> Bruce Moore believes there is a visibility problem at this intersection caused by those backing out <br /> into the street and children in the street. These people live in the neighborhood and there is a risk <br /> factor. He knows the statistics are sound and very good, but an intersection where there is a <br /> natural visibility limitation may warrant an a11-way stop. He would support the request of the <br /> residents, because so many of them want it. He would feel the same without the input of the <br /> residents. There is a visibility problem here. <br /> Donna Spangler has traveled this road a lot, and she believes that cars do "fly" over the hill. The <br /> statistics dictate what should be done, but knowing the area so well, she believes an a11-way stop <br /> is long overdue, especially if all the residents want it. <br /> Police Commander Richard Ryan stated that there are a number of things to consider in making <br /> this decision. The participation of the residents is a plus. He would defer to the neighborhood in <br /> most situations. Statistics aside, everythin�he has heard looks like there is the desire, and he sees <br /> no significant reason not to do it. He would support the addition. <br />
