Payment of the SUC shall be due and payable at the same time as payment of the municipal <br /> utilities bill on which said SUC appears, as required by said Chapter 64, and penalties and late <br /> charges for delinquent payments listed therein shall be fully applicable to delinquent payments of <br /> the SUC. <br /> (B) Owners of lots, buildings or premises not furnished water by the City, and <br /> those using sewage meters pursuant to Section 3 (D), may be billed separately for the SUC, but <br /> timelines and late chaxges for payment as set out in said Chapter 64, and referred to in <br /> subparagraph(A) shall be fully applicable thereto. <br /> Section 6. SEPARATE FUND. All receipts from the SUC shall be placed in a separate <br /> fund and may be expended only for sanitary sewer construction, repair, maintenance, <br /> improvements and related items associated therewith, including but not limited to capital debt <br /> retirement, including interest, and engineering and legal costs, and other appropriate <br /> administrative charges. <br /> Section 7. REGULATIONS. In order to implement and administer the provisions of <br /> this Chapter, the City Manager is authorized and empowered to cause reasonable rules, <br /> regulations and directives, not contrary to said provisions, to be promulgated and enforced, the <br /> same to be filed with the City Clerk and kept and made available for public inspection at the <br /> office of said Clerk. <br /> Section 8. PENALTY. Any person, firm or corporation who shall violate any of the <br /> provisions of this Chapter shall, upon conviction thereof, be fined not more than Five Hundred <br /> Dollars ($500.00) for each offense, and each day on which a violation occurs or continues shall <br /> be considered a separate offense. <br />
