Couter, Corporation Counsel <br /> SUBJECT: Sanitary Sewer User Charge and Sanitary Sewer Fund <br /> At its March 16, 1998, study session, a majority of City Council indicated that it was <br /> receptive to the concept of a Sanitary Sewer User Charge (SUC) and a Sanitary Sewer Fund. <br /> Since that time, City staff has held numerous internal meetings and meetings with Sanitary District <br /> of Decatur (SDD) staff to discuss implementation of these items. We believe that close <br /> cooperation with the SDD is advisable since the SDD charges a similar fee which also appears on <br /> the City's utility bill. Both staffs believe that it is best to be consistent in order to improve public <br /> understanding and reduce confusion. <br /> The Corporation Counsel's Office has drafted the attached Ordinance and addition to the City <br /> Code which would establish the Sanitary Sewer User Charge and Sanitary Sewer Fund. There are <br /> very few differences from the concept previously discussed with City Council. The differences <br /> and their impacts are listed below: <br /> 1. Residential Water Customers. These customers would receive the seasonal adjustment <br /> described in Section 4 of the Ordinance. This would account for the fact that many people <br /> use more water in the summer which does not reach the City sanitary sewer system. <br /> Therefore, the customer's bill will not increase significantly for this time period. The SDD <br /> uses the same adjustment. <br />
