M {.' 'f
. Page 2
2. Selected Commercial and Industrial Customers. The SDD has established adjustment factors
to account for the fact that some large commercial and industrial customers discharge
sinificantly less sewage than the amount of water consumed. In order to be consistent, we
recommend that the City use the same factors. The estimated revenue loss to the City is
$25,000 per year.
3. Citv Sewer Customers who are not City Water Customers. There are approximately 50 City
sewer customers who do not use City water. They get their water from private wells but
discharge to the City sewer system. It would be very difficult to measure either their water
use or their sewer discharge. Therefore, we recommend that their sewer charge be based on
an estimated water use of 2,000 cubic feet per quarter. This is the same assumption that is
made by the SDD. At the current rate of$0.34 per hundred cubic feet (Cc of water used,
this yields a City sewer bill of$2.30 per month.
By implementing the sanitary user charge on May 1 and not collecting it until the first I
completed billing period after that date, the City's revenue for 1998-99 will be approximately
$SOO,OOO less than it will be for future years.
Staff recommends approval of the Ordinance. ,
attach.: 2
cc: Beth B.
