COMMUlVITY DEVELOPMENT MEMORANDUM <br /> NO. 98-38 <br /> April 15, 1998 <br /> TO: Honorable Mayor Terry M. Howley and City Council Members <br /> FROM: James L. McQueen, Senior Planner �� <br /> SUBJECT: Ordinance Authorizing Special Use Permit for Communication <br /> Tower at 2701 Parkway Drive <br /> The subject petition requests a special permit to allow the construction and operation of a free <br /> standing communication tower and accessory equipment building on premises commonly known <br /> as 2701 Parkway Drive. This petition has been reviewed and recommended for approval by the <br /> Decatur City Plan Commission; copies of the minutes relative to this hearing are attached. <br /> Located at the northwest corner of a parcel presently developed with the Elks Lodge, the area in <br /> question is presently zoned M-1 Light Industrial District. <br /> Properties to the north, south and east are likewise zoned M-1 and accordingly developed while <br /> property to the west across 27th Street is zoned M-2 Heavy Industrial and developed with the <br /> Firestone Plant. Staff is of the opinion that the proposed development would not be detrimental <br /> to the general area; communication companies are encouraged to locate towers in industrial areas <br /> as opposed to residential or commercial tracts. <br /> Staffrecommends approval of the petition with the following stipulations: (1)that a ten foot chain <br /> link fence be constructed around the base of the proposed tower, (2)that the height of the tower <br /> be limited to 190 feet, (3)that subsequent to construction and any future maintenance to the <br /> tower, ladder rungs for access thereto be removed to a minimum height of forty feet above grade, <br /> and (4)that the proposed tower and accessory equipment be otherwise constructed and operated <br /> in accordance with petitioner's plans submitted with this request, and (5)that prior to construction <br /> and issuance of any building permit, plans be submitted and approved by the Director of <br /> Community Development and Director of Public Works. <br />
