Excerpts from April 2, 1998 City Plan Commission Meeting Minutes <br /> Cal. No. 98-17 Petition of LEE RILEY (Koll Telecommunication Services)for a Special <br /> Use Permit to a11ow the construction and operation of a free standing <br /> communication tower including an accessory equipment building on <br /> premises commonly known as 2701 Parkway Drive. <br /> Mr. Lee Riley, Marketing Manager of Koll Telecommunications, was present and spoke for the <br /> petition stating that the proposed site is on the Elk's Club property. There is existing landscaping <br /> with evergreens on two sides. The tower will not be located near the street but will be behind the <br /> trees and the Elk's Club sign. Mr. Riley stated his understanding of the removal of the ladder <br /> rungs and construction of a fence and concurs with those requirements. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests a special permit to allow the construction and operation of a free <br /> standing communication tower and accessory equipment building on premises commonly known <br /> as 2701 Parkway Drive. Located at the northwest corner of a parcel presently developed with the <br /> Elks Lodge, the area in question is presently zoned M-1 Light Industrial District. <br /> Properties to the north, south and east are likewise zoned M-1 and accordingly developed while <br /> property to the west across 27th Street is zoned M-2 Heavy Industrial and developed with the <br /> Firestone Plant. Staff is of the opinion that the proposed development would not be detrimental <br /> to the general area; communication companies axe encouraged to locate towers in industrial areas <br /> as opposed to residential or commercial tracts. <br /> Staffrecommends approval of the petition with the following stipulations: (1) that a ten foot chain <br /> link fence be constructed around the base of the proposed tower, (2) that the height of the tower <br /> be limited to 190 feet, (3)that subsequent to construction and any future maintenance to the <br /> tower, ladder rungs for access thereto be removed to a minimum height of forty feet above grade, <br /> and (4)that the proposed tower and accessory equipment be otherwise constructed and operated <br /> in accordance with petitioner's plans submitted with this request, and (5)that prior to construction <br /> and issuance of any building permit, plans be submitted and approved by the Director of <br /> Community Development and Director of Public Works. <br /> It was moved and seconded(Schiller/Demirjian)to forward Ca1. No. 98-17 to City Council with <br /> recommendation for approval per staff recommendation. Motion carried unanimously. <br /> Mr. Riley expressed his appreciation for the staffs cooperation and guidance regarding these <br /> tower locations. <br />
