1 ' ORDINANCE NO. 97-91 ORDINANCE AMENDING CITY CODE - CHAPTER 34 - - TRAFFIC - -DOWNTOWN AREA- BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That Chapter 34 of the City Code of the City of Decatur be, and the same is hereby, amended and modified at Section 1 thereof, by adding a new paragraph defining "Downtown Resident", immediately following the definition of "Downtown Area", said definition for "Downtown Resident" to provide as follows: Downtown Resident: A natural person over the age of sixteen (16) years whose domicile is wholly located within the Downtown Area of the City of Decatur. Section 2. That said Chapter 34 of the City Code be, and the same is hereby, further amended and modified by adding thereto a new Section, designated Section 71, and renumbering the existing Section 71 and each successive Section, accordingly. Said new Section to provide as follows: 71. DOWNTOWN RESIDENT PARKING PERMITS. Each Downtown Resident shall, upon payment of Thirty Dollars ($30.00) per month to the Finance Department of the City of Decatur, be eligible to receive a single, nontransferable "Downtown Resident Parking Permit" authorizing the vehicle described in the permit application only, to park in the Downtown Area without additional fee, as follows: (A) From 3:00 P.M. through 10:00 A.M. Mondays through Saturdays, and all day Sundays, vehicles displaying valid Downtown Resident Parking Permits may be parked at any otherwise unrestricted City-controlled, metered or non-metered parking garage, surface parking lot, or street parking space, excent those metered or posted spaces designated "20 Minute Limit", "30 Minute Limit", or "1 Hour Limit".
