4 <br /> 2205 Brush College Road <br /> Page Two <br /> 6. The above mentioned property is bounded to the North and East by buildings which are <br /> industrial in use. It is bounded on the West by a vacant lot zoned M-2 Light Industrial. To the South <br /> there is a narrow row of houses in a small district zoned R-l; this area is already surrounded by <br /> districts which are zoned and utilized as M-1 Light Industrial or M-2 Heavy Industrial. <br /> 7. Based on its need to adhere to a grid pattern, PrimeCo is limited in locating its facilities. <br /> The proposed location and height meet engineering requirements of this PCS facility. If the <br /> requested Special Use Permit is not granted, the Petitioner will be denied a reasonable return on their <br /> leasehold interest, and moreover would be denied the ability to provide effective and efficient <br /> wireless service coverage for the residents and businesses in the area. <br /> 8. The need for the Special Use Permit is unique due to the fact that this site is crucial to the <br /> operation of PrimeCo's Personal Communications System in the Decatur area. Based on a <br /> computerized engineering study considering local population density, topography and location of <br /> proposed surrounding PCS sites,engineers at PrimeCo have issued a"Search Ring"identifying a <br /> limited geographical area for the location of a PCS site in east Decatur. The Search Ring represents <br /> an area in which a wireless communications facility must be located to allow it to function as an <br /> integral unit of the PCS system in the metropolitan area. PCS facilities are laid out in a grid pattern <br /> and the spacing, height and location of this component site is critical for the successful operadon of <br /> the system The property at 2205 Brush College Road meets the engineering criteria for the <br /> necessary site in this area. <br /> 9. If granted, the Special Use Permit will not alter the essential character of the locality, <br /> impair an adequate supply of air or light to adjacent properties, increase congestion of traffic, or <br /> diminish or impair property values in the locality. To the contrary, the surrounding properties could <br /> even be seen as more attractive by the addition of a new public utility in the area, increasing business <br /> and personal comrnerce and safety. In addition, the entry of this new technology and service will be <br /> even more attractive when the additional competition leads to more choices and lower prices for <br /> wireless services for all the residents and businesses of Decatur. The facility is unstaffed, and <br /> therefore will not affect traffic flow. Lastly, this is practically a dormant use of this property, in <br /> contrast to the intensive uses of industrial processing, manufacturing and distribution which is <br /> ongoing in the immediate vicinity. This communications facility will serve only to enhance the <br /> community in the immediate area and for the entire City of Decatur. <br /> 10. The petition meets the Special Use Permit requirements of the c�urent ordinance. <br /> WHEREFORE, Petitioners pray that the Decatur City Plan Commission of the City of Decatur, <br /> Illinois, after proper notice by posting and hearing on this petition, and in consideration of all of the <br />
