Statement of Necessity As part of its initial deployment in the Decatur area, engineers at PrimeCo have identified I the need for a PCS facility to serve the east portion of the City of Decatur. This ' communications facility is designed to provide PCS coverage in the City of Decatur. Based on a computerized engineering study considering local population density, topography, and proposed surrounding sites, engineers at PrimeCo have issued a"Search Ring" identifying the necessary location for a PCS site in the Decatur area. This Search I Ring represents the area in which a facility must be located to allow it to functivn as an integral unit in the PCS system in the metropolitan area. PCS facilities are laid out in a grid pattern and the spacing, height and location of this component site are critical for the ' successful operation of the system. The property at 2205 Brush College Road meets the � engineering criteria for the necessary site in this area. In addition, the site was chosen after determining that there were no existing structures within the search area that met the system criteria. Pro e PertY S arch Once the need for a PCS facility is identified in a location, PrimeCo studies the local zoning regulations and consults the planning staff to determine the most appropriate zoning districts within the search area to locate the facility. The ideal site is in an area that is commercial o ' r industrial in zoning or in use and as far removed as possible from residential uses or other aesthetically sensitive areas. PrimeCo is dedicated to workin s with officials and residents to site its facilities in locations appropriate to the community. A thorough and responsible search was conducted, and PrimeCo feels that the property they have selected is the most appropriate in the search area for a communications facility. Subscriber Base PCS communications facilities are designed to cover a relatively small geographic area, frequendy a one to two mile radius from the site. The 2205 Brush College Road site is designed to provide PCS service to the immediate area. This new site will enable residents and businesses in and around the East, primarily industrial and commercial areas of the City of Decatur to fully utilize the latest advancements in mobile communications and to benefit from the enhanced public safety afforded by PCS. Description of Property The subject parcel is located at 2205 Brush College Road in the City of Decatur and is owned by GROV�JMARK INC. The parcel is already improved with a principal multi- story structure that houses offices and warehouse space, and with an accessory building for further warehouse storage. The parcel is zoned M-1 Light Industrial. PrimeCo will be leasing a 30' x 30' premises at the reaz(West side) of the property. Access will be via the existing drive with an extension leading back to the premises. 2
