Nature of RequesdZoning Analysis <br /> PrimeCo is requesting a Special Use Permit and any other pernuts and approvals <br /> necessary to construct a 150' monopole antenna structure and to place its accompanying <br /> unstaffed 8' x 12' x 10' equipment shelter at the base of the monopole. The proposed site <br /> is located in the M-1 Light Industrial District. <br /> Under the current provisions of the City of Decatur Zoning Ordinance, the proposed use <br /> is deemed a Special Use at Section XXI (A)(1)(j): <br /> "Radio, television or cellular telephone broadcasting tower or station." <br /> Furthermore, the Decatur City Council is cuirently empowered to grant a Special Use <br /> Permit pursuant to Section XXI(A)(1), "provided that the essential character and nature <br /> of the surrounding neighborhood are not disturbed." The low-intensity use of this <br /> proposed passive tenant would not in any way disturb the surrounding neighborhood; the <br /> facility will emit no odor or sound noise or increase traffic in any way. In addition, the <br /> facility's simple and clean layout, located in the rear of a multi-story warehouse in district <br /> and section of Decatur proliferated with industrial and commercial structures, will not <br /> negatively alter the appearance of the surrounding neighborhood. The Community <br /> Development Department has indicated that this proposed use is does not depart from the <br /> City's Comprehensive Plan to conserve and protect property and property values in the <br /> neighborhood. <br /> Statement Regarding Nuisances t6at Will or Will Not be Generated <br /> No nuisances will be generated by the proposed PCS facility. PrimeCo's equipment will <br /> be wholly contained within the lease premises. The only facilities necessary for this site <br /> are telephone and electric facilities which will are will be provided for or are currendy <br /> available. The facility will be unstaffed and thus will have no impact on tra�c; no <br /> loading or unloading of supplies; no materials handled, stored, discharged or discarded; <br /> and no noise will be generated. <br /> The proposed facility will not injure the public health, safety, morals or general welfare. <br /> PCS technology does not interfere with any other forms of communications whether <br /> public or private. In addition, the monopole will be constructed to withstand the excess of <br /> extreme wind and ice conditions. Therefore, PCS technology is a public utility that will <br /> provide vital communications in emergency situations and will be commonly used by <br /> local residents and emergency personnel to protect the general public's health, safety and <br /> welfare. <br /> Statement of Operations <br /> Once the construction of the PCS facility is complete and the telephone switching <br /> equipment is fine-tuned, visitation to the site by service personnel for routine <br /> 3 <br />
