The Commission shall select a Chairman from the citizen I <br /> members to preside, and a Vice-Chairman to act in the absence of the Chairman. <br /> The Director of Public Works, or his or her designee, shall be Secretary of the <br /> Commission. <br /> 29. IMPROPER PARKING. No person shall stand or park a <br /> vehicle in a roadway in any other manner than parallel with the edge of the <br /> roadway, headed in the direction of traffic, and with the curbside wheels of the <br /> vehicle within twelve (12) inches of the edge of the regularly established curb <br /> line, except that upon those streets which have been marked or signed for angle <br /> parking, vehicles shall be parked at the angle to the curb indicated by such marks <br /> or signs.
