Current sign code allows for 2(two) sign faces of up � <br /> to 300 square feet in each direction. These two faces can be placed either side by side <br /> or they can be stacked. We would like to be allowed to turn the West side of the sign <br /> into one sign face with a total of 600 square feet. The area of the proposed sign face <br /> would be the same as is allowed under current sign code, as far as the total square <br /> footage is concerned. <br /> The Zoning Ordinance of the City of Decatur, Section XXIII, sub-section C, Procedure, <br /> requires evidence from the applicant that (1) the property in question cannot yield a <br /> reasonable return if permitted to be used only the conditions allowed by the <br /> regulations; and (2) the plight of the owner is due to unique circumstances; and (3} the <br /> variation, if granted, will not alter the essential character of the locality. <br /> (1). In response to OCI's "cannot yield a reasonable return" because of the limits <br /> placed on the configuration of the sign faces OCI is unable to accept a contract from a <br /> national account for a national ad campaign that uses a flexible vinyl face that <br /> measures 24' x 25' for a total of 600 square feet. (2). By not allowing OCI to use the <br /> billboard for this customer it greatly reduces the income potential for this sign. The <br /> plight of OCI is due to unique circumstances because that even though two sign faces <br /> with a total of 300 square feet each are allowed, one sign face with a total of 600 <br /> square feet , is not allowed. We would contend that the square footage is the same <br /> and it makes little difference whether the 600 square feet is used by two separate signs <br /> or one larger sign.
