Robinson, Assistant Corporation Counsel <br /> RE: Taxicabs and Taxi Drivers <br /> The following is a summary of the proposed changes to Chapter 60 of the City Code of <br /> Decatur(Taxicabs and Taxi Drivers): <br /> 1. Paragraph 2 is amended to require that any person operating a taxicab for hire <br /> upon the streets of Decatur be licensed. <br /> 2. Paragraph 6 (a)is amended to conect a typographical error. <br /> 3. Paragraph 9 is amended to conect a typographical error, and to clarify the existing <br /> language. (All four named conditions precedent to issuance of license must be met, or license will <br /> not be issued.) <br /> 4. New paragaph 11 is created, authorizing the City Manager to suspend or revoke <br /> the taxi license of any owner for violation committed by a driver. (Previously included within <br /> paragraph 17) <br /> 5. Former paragraph 15 (now paragraph 16) is amended to authorize the Chief of <br /> Police or his authorized agent, to perform reasonable testing upon each taxi meter, to check the <br /> same for accuracy. <br /> 6. Former paragraph 16 (now paragraph 17) is amended as follows: a.) authorizes <br /> the Chief of Police to suspend and revoke taxi drivers licenses; b.) adds notice and hearing <br /> requirements for license suspensions and revocations; c.) adds right of appeal for license <br /> suspensions or revocations: d.) increases the number of offenses for which taxicab drivers <br /> licenses may be suspended or revoked; e.) authorizes the Chief of Police to suspend or revoke the <br /> license of any driver who refuses to consent to chemical testing of his or her breath, blood, or <br /> urine; f.) requires that every taxi driver license holder report all criminal, traffic and ordinance <br /> violation convictions to the Chief of Police within 30 days of the date of conviction; and, g.) <br /> authorizes the Chief of Police to suspend or revoke the driver's license of any driver found to have <br /> any amount of alcohol, cannabis or controlled substance in his or her blood, breath or urine, or <br />
