Former paragraph 25, requiring taxicab drivers to wear a uniform cap, is deleted. <br /> 9. Paragraph 27 is amended to prohibit the operation of a taxicab while there is any <br /> amount of alcohol, cannabis or controlled substance in the driver's system, or while the driver's <br /> ability to safely operate a motor vehicle is impaired due to the presence of drugs other than <br /> controlled substances, cannabis or alcohol in his or her system. <br /> 10. Paragraph 28 is amended to allow taxicab drivers to use their vehicle's horn to signal <br /> for passengers, but continues to prohibit unnecessary loud or continuous blowing of the horn. <br /> 11.
