Excerpts from April 4, 1996 City Plan Commission Minutes
Cal. No. 96-22 Petition of STEVEN POLEN to rezone a tract of land generally located
south of West Mound Road and two hundred feet west of North Taylor
Avenue from R-1 Single Family Residence District to B-2 Commercial
District; petitioner further requests approval of a Planned Unit
Development for said premises.
Mr. Robert Krimmel of SKS Engineering was present and spoke for the petition representing Mr.
Polen. Mr. Krimmel stated that the property to be developed with Casey's General Store at the
southwest corner of Mound and Taylor was previously rezoned. He stated that the subject
property could be better utilized with its proposed rezoning and would be consistent with the
long term use of the property by Mr. Polen. The proposed rezoning is consistent with the city's
comprehensive plan.
Mr. Demirjian questioned if there would be entrances off of Mound and Taylor or wait and
determine if they are needed. Mr. Krimmel stated that it would be determined if they are needed
at a later date.
Mr. Swartz questioned if there would be curbs along the south side of Mound Road. Mr.
McQueen stated that there would be no curbs as they were not necessary for the amount of
additional traffic.
There were no objectors present.
Mr. Mc ueen resented the recommendation of sta.ff:
Q P
The subject petition requests that a tract of land generally located south of West Mound Road
and two hundred feet west of North Taylor Avenue be rezoned from R-1 Single Family
Residence District to B-2 Commercial District; the petitioner also requests approval of a Planned
Unit Development for said tract. Containing approximately five acres, the area in question is
presently vacant. The purpose of the proposed zone is to enable the west one-half of the tract to
be developed with an automobile parking and storage lot to serve the adjoining Decatur Auto
' Auction, 1991 V4'st Mound Road; the balance of the tract would be developed with a future
,
commercial use.
Adjoining land to the north and west is presently zoned M-1 Light Industrial. Land to the
immediate east was recently zoned B-1 Neighborhood Shopping District and is scheduled for
development with a Casey's General Store. Property to the south is presently zoned R-1 Single
Family Residential and is partially developed with the Macon County Fairgrounds.
Recognizing current land use and zoning patterns, staff is of the opinion that the proposed zone is
consistent and compatible with the same. Further, we note that the proposed zone is in keeping
with the Comprehensive Land Use Plan, which designates commercial development on this tract.
