� � <br /> ORDiNANCE NO. 96-15 <br /> ORDINANCE AMENDING ZONING ORDINANCE <br /> - PLACEMENT OF OFF-PREMISE (BILLBOARD) SIGNS - <br /> BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, <br /> ILLINOIS: <br /> Section 1. That the Zoning Ordinance of the City of Decatur be, and the same is hereby, <br /> modified and amended by adding paragraph 93 to Section II thereof, said new paragraph 93 of <br /> Section II to provide as follows: <br /> 93. Off-Premise Sign (Billboard): A sign free standing or attached to a <br /> building, which directs attention to a business, commodity, service or <br /> entertainment not exclusively related to the premises where such sign is <br /> located. For the purpose of this ordinance, an off-premise sign (billboard) <br /> is considered to be an accessory use. <br /> Section 2. That the Zoning Ordinance of the City of Decatur be, and the same is hereby, <br /> modified and amended at Section XI B. 15. thereof, so that said Section XI B. 15. of said Zoning <br /> Ordinance shall provide as follows: <br /> XI B. 15. Identification (advertising) sign or off-premise (billboard) sign <br /> when located at least fifty (50) feet from the side or rear lot line of any "R" <br /> District. All identification signs shall be constructed in accordance with <br /> applicable regulations set forth under Section XIX, Height and Area <br /> Exceptions and Modifications, as stated herein. One off-premise sign with <br /> no face exceeding 300 square feet in area including border and trim but <br /> excluding ornamental base and apron, supports and other structural <br /> members shall be permitted. Back to back displays with faces erected at no <br /> greater than a forty-five degree angle to each other shall be permitted and <br /> deemed to be a single sign. Further, any off-premise sign shall not be <br /> closer than 300 feet from any other legally erected off-premise sign located <br /> on the same side of the street or highway. For the purpose of this <br /> ordinance, an identification or off-premise sign is considered to be an <br /> accessory use. <br />
