The proposed zone change excludes the south 200 feet of petitioner's property, which <br /> exclusion will provide for retention of the existing single family dwellings as noted. A twenty-five <br /> foot landscaped buffer would be provided immediately north of these existing residential tracts. <br /> Vehiculaz access to Ash Avenue would be limited to one point, which is immediately across from <br /> the existing entrance to the Wal-Mart facility. Staff envisions two additional curb cuts along the <br /> south side of Ash Avenue frontage as noted above; one entrance would be provided to each of the <br /> adjoining property owners to the east and west. <br /> In view of the above data, staff recommends approval of the petition with the following <br /> stipulations: (1) that the tract be developed in accordance with petitioner's exhibit prepazed by <br /> Phillip W. Cochran and dated 1-30-96, (2) that prior to issuance of any building permits, complete <br /> site plans including watermains, sanitary sewers, storm sewers, fire hydrants, parking lots, <br /> landscaping, and signage be submitted to and approved by the Director of Public Works and <br /> Director of Community Development, (3)that a subdivision plat be submitted and approved to <br /> establish the proposed commercial tract as a separate lot, and (4) that ten feet of right-of-way be <br /> dedicated along the north side of the subject tract for Ash Avenue. <br />
