Stewart, Transportation Planner SUBJECT: Proposed Central States Tower III, LLC Cell Tower located at 2105 East Eldorado Street in the B-2 Commercial District SUMMARY RECOMMENDATION: Staff recommends approval of the proposed Central States Tower III, LLC Cell Tower with the following conditions: 1) That said communication tower be a monopole structure and subject to the terms and conditions of any agreement to lease or otherwise utilize the property for construction of said structure; 2) The lowest eight (8) feet of the facility/tower shall be visually screened by an eight (8) foot fence; 3) The facility/tower shall be in compliance with any other applicable local, state, or federal regulations at all times; 4) Towers and antennas shall be designed to blend into the surrounding environment through the use of color and camouflaging azchitectural treatment, except in instances where the color is dictated by federal or state authorities such as the Federal Aviation Administration; 5) No rungs or other appurtenances used for the purpose of tower access shall be located within 20 feet of the ground. The owner shall take necessary precautions to prevent unauthorized access to the tower equipment; 6) Landscaping will be provided as shown on the approved site plan; 7) The proposed tower shall meet the required fall zone; and 8) All required building permits shall be obtained prior to any construction. BACKGROUND: The subject site is located at 2105 East Eldorado Street south of Tate &Lyle between the CSX Railroad Tracks and North 22"d Street. The proposed tower will be located on a vacant undeveloped lot in the southwest portion of the property in a B-2 District in which commercial wireless communication facilities are a permitted use. Verizon wireless will be the carrier/anchor tenant of Central States Tower III, LLC. The proposed tower location is compatible with the City's Comprehensive Plan and with the City's land development regulations. There are no other existing facility/tower that can reasonable serve the needs of the owner of the proposed new tower. Efforts to co-locate on an existing tower or structure have not been successful or aze not legally/physically possible according to Verizon. The proposed monopole tower will be 120 feet in height. The proposed tower will not unreasonably interfere with the view from any public park,natural scenic vista,historic building or district, or major view corridor.
