Contractors are required to use the ePrismSoft portal to enter their payroll to track compliance
with the Illinois Prevailing Wage law and also compliance with the City's minority participation
goals. The ePrismSoft system allows the City to closely track the compliance of each contractor
and subcontractor participating in public works contracts. Human Capital Development has
added a module that will enable contractors to enter their certification date themselves. This will
save time and improve documentation. This extra$5000 module cost will be free to the City
with multiyear authorization.
The City began using ePrismSoft system mid March of 2015.
BUDGET/TIME IMPLICATIONS:
Budget Impact: The yearly software licensing cost is $25,000. Funds are budgeted each year in
the Public Works Administration Fund.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: Human Capital Development, LLC
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City
Engineer. Richard Marley will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
Attach: 3
Page 2
