All blanks in the Bid Proposal <br /> must he appropriately filled in with typewriter or ink. All bids shall be submitted to the Purchasing Division located on the first floor of <br /> the Civic Center, #1 Gary K. Anderson Plaza, Decatur, Illinois 62523. <br /> r2. The Purchasing Agent, or designee, will date, time stamp, and initial the sealed <br /> envelope containing the bid. All bids must have an official date and time stamp to <br /> � be considered as conforming to the bid process and opened. Any bids received <br /> after the scheduled closing time for receipt of bids will be returned to the Bidder <br /> unopened. <br /> , 3.
