McQueen, Planner <br /> SUBJECT: Ordinance Rezoning Property at 646 West Pershing and Granting <br /> Special Use Permit <br /> The subject petition requests that premises commonly known as 646 West Pershing Road be <br /> rezoned from R-3 Single Family Residence District to O-1 Office District; petitioner further <br /> requests approval of a Planned Unit Development for said premises and an adjoining vacant lot <br /> presently zoned R-3 Single Family. <br /> Property to the immediate south across Pershing Road is developed commercially in accordance <br /> with provisions of a court order approved several years ago; this tract remains zoned R-1 Single <br /> Family. All other adjoining property is zoned single family and is accordingly developed or is <br /> vacant. Recognizing the existing land use and zoning patterns as noted, staff has advised <br /> petitioner that this tract and the adjoining residential area has long been established as such, and <br /> that Pershing Road has, in the past, been recognized as a boundary between commercial and <br /> residential development. While Pershina Road has an average daily traffic count of approximately <br /> 25,000 cars at this point, the residential neighborhood is established. <br /> Consequently, staf�s approach to possible rezoning was to consider a proposal only as a Planned <br /> Unit Development, which would offer the benefits of development controls regarding building <br /> design and location, vehicular access, screening and landscaping, etc. Since the rec�uest was <br /> tabled at the November, 1994 meeting, the petitioner has altered the proposal by reducing the size <br /> of the proposed building, the public off street parking area is shown in front of the building and <br /> adjacent to Pershing Road, and vehicular access is changed to include only an entrance from <br /> Montez Drive with a right turn in and right turn exit onto Pershing Road. <br />
