� A. BACKGROUND <br /> The effects tha.t brownfields has had on the local community is the potential for loss of productive <br /> commercial properties, water pollution from run-off and the economic loss from reduced market <br /> value with a resulting loss of revenue to the taxing body. <br /> The site, which is located at 1860 E. Eldorado,Decatur, IL, is situated in a census tract that is in a <br /> minor civil division and a place that has been determined by the Department of Commerce and <br /> Community Affairs to contain a majority of households consisting of low and moderate income <br /> persons. This site is also located in an Enterprise Zone. (See Attachment 3, II) <br /> The long-term benefits that the clean up of this site will provide to the local community are <br /> alleviation of environmental hazards in this area. The municipality will susta.in the benefits by <br /> following EPA guidelines for utilization of the property. <br /> The success of this project will be achieved once the property receives a No Further Remediation <br /> (NFR) letter. The NFR letter will help ensure that the property will be properly utilized and not <br /> abandoned due to rea.l or perceived environmental liabilities. <br /> 3 �I <br />
