oF'DEc
~ G
V 70

`1
'/[LINO\Y
October 31, 2000
WATER MANAGEMENT MEMORANDUM
NO. 2000 - 12
MEMOR.ANDUM TO: Honorable Mayor and City Council
FROM: Steve Garman, City Manager j
Stephen P. Swanson, P. E., Acting Director of Water Managemen, '
John A. Smith, Water Production Manager
SUBJECT: Ion Exchange Treatment Facility Construction Phase
Engineering Services Agreement
The South Water Treatment Plant nitrate treatment facility plans and specifications are
currently under review by the Illinois Environmental Protection Agency (IEPA). This review and
approval process is expected to be completed by late November of 2000. After the construction
permit is issued by IEPA, possibly in December, the project will be advertised for bids. The bid
award/ start of construction is expected in March, 2001.
Befare construction starts, an agreement for construction phase engineering services will be
required so that the City will be able to qualify for the low-interest State Revolving Loan
Program. The City contracted with the engineering firm of Black & Veatch to design the nitrate
treatment facility. For this reason, staff requested that Black & Veatch submit a proposal to
provide the construction phase engineering services. Staff has negotiated an amendment with
Black & Veatch to the contract for these services (copy attached). A proposal in a not-to-exceed
amount of$525,000 was received from Black&Veatch.
The following is a partial list of the services that will be provided:
• Pre-construction meeting with the City and Contractor
• Full-time Project Administration and Inspection
• Processing of Change Orders
