Pedestrian Underpass Feasibility Study June I7, 1997 <br /> East Marietta Street and East Condit Street <br /> Introduction <br /> This report summarizes the feasibility study for constructing a pedestrian walkway either over or <br /> under the Illinois Central R.ailroad track at East Marietta Street in Decatur, or providing <br /> improvements to an existing underpass located on Conduit Street at the Illinois Central Railroad. <br /> On October 23, 1996, the Illinois Commerce Commission issued order Number T94-0098, <br /> allowing the Illinois Central Railroad to close the existing East Marietta Street grade crossing, <br /> remove the grade crossing surface, remove the automatic grade crossing protection equipment <br /> and erect a concrete barrier wall along the railroad's east and west right of way lines. Pedestrians <br /> currently cross the ra.ilroad tracks without any safety warning of a dedicated crossing. <br /> F i �ng Conditions <br /> The Decatur Housing Authority ma.intains a subsidized housing facility located on both sides of <br /> the Illinois Central Railroad. The facility, known as Longview Place, was constructed around <br /> 1942. In addition to the housing facility there are several local agencies that provide social <br /> services and faciiities in the immediate area for the residents of Longview Place. A map of the <br /> area around Longview Place is shown in Exhibit A. <br /> The area north of Marietta Street to Condit Street, between Martin Luther King Jr. Drive and <br /> Jasper Street, is mostIy multiple family housing managed by the Decatur Housing Authority. The <br /> area south of Marietta Street, between the Illinois Central Railroad and Martin Luther King Jr. <br /> Drive, is basically Iight industrial. The area south of Marietta Street, between the Illinois Central <br /> Railroad and Jasper Street, includes a park and a light industrial area. <br /> The following facilities are located east of the Illinois Central Railroad in the vicinity of East <br /> Marietta Street and North Jasper Street south of Condit Street: <br /> Decatur Boys' and Girls' Club <br /> Decatur- Macon County Opportunities Corporation <br /> Community Health Improvement Center <br /> Greater Northside Baptist Church <br /> North Jasper Street Church of Christ <br /> Macon County Health Department <br /> Self Start <br /> DHA Residence Townhouses <br /> Phoenix Park <br /> The Decatur Housing Authority has approximately 75 persons Iiving in the DHA Residence <br /> Townhouse's and 140 persons living in other housing east of the railroad. <br /> �P Corporation Page - 1 <br />
