Pedestrian Underpass Feasibiliry Study June I7, 1997 <br /> East Marietta Street and East Condit Street <br /> The following facilities are located west of the Illinois Central Railroad <br /> In the Longview Place Facilities ' <br /> Resident Employment Management Corporation Office <br /> DHA Security Office <br /> DHA Administrative Office for Longview Place <br /> MentaI Health Center <br /> Family Investment Center <br /> Effie Mae Oliver Day Care Center <br /> ITllrich Center <br /> Convenience Store - located on East Marietta Street <br /> Curry Bar-B-Que - located on Martin Luther King Jr. Blvd_ <br /> The Decatur Housing Authority has approximately 650 persons living in the Longview Place <br /> • housing west of the railroad. , <br /> Until the concrete bamer is erected by the railroad, residents will continue to use the crossing to ', <br /> access the areas east and west of the railroad. ', <br /> The adjacent pedestrian crossing is Condit Street, located approximately 800 feet north of <br /> Marietta Street on the north side of Longview Place. Condit Street has an existing underpass <br /> under the Illinois Central Railroad. Modifications to the Condit Street underpass is one of the <br /> alternates in this study. <br /> Marietta Street is located near the south end of the Illinois Central's Decatur Yard. Freight <br /> switching moves block the crossing several times during the day. On the south side of the street <br /> and on the east side of the Illinois Central there is an interchange track that connects with Norfolk <br /> Southern Corporation. Switching moves to this interchange are made twice a day, once between <br /> noon and 4:00 PM, and again between midnight and 4:00 AM. The Illinois Central has several <br /> freight train movements across Marietta Street during a 24 hour period. Some of these freight <br /> trains block the ciosed crossing as they arrive or depart Decatur Yard. <br /> In addition, the Decatur Junction Railroad operates through the area via trackage rights. About <br /> 1000 feet south of Marietta. Street the Illinois Central Ra.ilroad crosses Norfolk Southern. This <br /> crossing is controlled by Norfolk Southern. Illinois Central trains may proceed through the <br /> interlocking only on a clear signal, thus causing some blockage at Marietta Street. <br /> WVP Corporation Page - 2 <br />
