Pedestrian Underpass Feasibiliry Study June 17, 1997
East Marietta Street and East Condit Street
Alternate 2
Tndass tnctre Marietta Street - Open Cut Method
See Exhibit C for pIan and profile of pedestrian underpass.
Two methods could be used to construct an underpass. Alternate 2 is "open cut"
construction of a concrete box cuiver[ type of structure. This method will require
coordination with the Illinois Central and "windows of construction time" will be required I
to perform some of the work. Lighting would be installed by placin the conduit in the I,
wall pours and installing wall mount light fixtures. Ramps would be constructed from the
box cuIvert, in accordance with Americans with Disabilities Act (ADA) requirements, until
they reach existing ground elevation_ Ramp and culvert width would allow bicycle traffic.
The open cut method of construction will require excavation under the railroad. Due to
the proximity of railroad turnouts, the use of a temporary railroad alignment is not
feasible. Therefore, temporary bridge structures, as shown in Exhibit D, would be
installed to provide an area for the open cut construction. The raiiroad has indicated that
the west track, lmown as the Amtrak Connectior can be out of service for twenty-four to
forty-eight hours. The center track is the railroad's main track and can be out of service
for no more than four hours at a time, unless special arrangements are made. The east
track is the interchange track and it may be out of service no more than eight hours at a
time.
A temporary structure would be placed at each track location_ These temporary bridges
will be constructed by the railroad company. Agreements between the railroad company
and the unions require that bridge and building personnel construct any bridge that will be
constructed on an active track. Temporary bridges of this type are used in many locations
where rail traffic must be maintained on the existing alignment. Actual methods and
scheduling would be established in the design phase of the project and are not detailed in
this report. Construction of the bridges will require coordination with the railroad to
remove and replace their track during the phased work.
A.fter construction of the box culvert the area would be backfilled, the bridges removed
and the raikoad placed back in service. Construction would continue on the ramps until
the project is completed.
The design criteria of the Illinois Central Railroad, as shown in Exhibit B, will govern this
construction method. The temporary bridges and the new concrete box culvert will be
designed for E-80 loading as required in the American Railway Enineering Association's
- Manual for Ra.ilway Engineering.
WVP Corporation Page - 4
