, • <br /> ; , � STATE OF ILLINOIS <br /> HISTORIC PRESERVATION AGENCY <br /> HISTORIC PRESERVATION PROJECT AGREEMENT <br /> Project Sponsor: CITY OF DECATUR <br /> Project Number: 17-01-000003 <br /> Project Title: OLD HOUSE WORKSHOP , <br /> Project Period: Starting-Ol/Ol/Ol Ending- 03/31/O1 <br /> General Descrintion of Proiect <br /> The proposed project is to provide inFormation to homeowners on home repair, tips on <br /> landscaping, information on replacement materials, product information and other <br /> information regarding historic structures. Persons living in the historic district will be <br /> targeted, as well as residents in the Millikin Home, Near West, West End, GM Square and Old <br /> King's Orchard neighborhoods. Brochures will also be mailed to Illinois Historic Preservation <br /> Commissioners. Timeline attached. <br /> General Provisions <br /> 1. Obligations of the State shall cease immediatel if, in an fiscal ear, the State of Illinois <br /> Y Y Y <br /> Legislature, the President, or the U.S. Congress fails to appropriate or otherwise make <br /> available funds for this contract. The State will use its best efforts to secure sufficient <br /> appropriations to cover this contract. <br /> 2. Historic Preservation Fund grants must conform to the provisions of 18 U.S.C. 1913: "No <br /> part of the money appropriated by any enactment of Congress shall, in the absence of express <br /> authorization by Congress, be used directly or indirectly to pay for any personal service, <br /> advertisement, telegram, telephone, letter, printed or written matter, or other device, intended ' <br /> or designed to influence in any manner a Member of Congress, to favor or oppose, by vote or <br /> otherwise, any legislation or appropriation by Congress, whether before or after the <br /> introduction of any bill or resolution proposing such legislation or appropriation; but this <br /> shall not prevent officers or employees of the United States or any Member of Congress, <br /> through proper official channels, requests for legislation or appropriations which they deem <br /> necessary for the efficient conduct of the public business." <br /> 3. The work to be performed pursuant to this agreement will be completed in accordance <br /> with the Secretary of the Interior's Standards and Guidelines for Archaeolog, and Historic <br /> Preservation, the grant proposal, and the plans and specifications which were submitted to <br /> and approved by the Illinois Historic Preservation Agency. Final Qroducts which do not <br /> conform to the terms and conditions of this grant a�reement or which do not meet the <br /> Secretarv of the Interior's Standards and Guidelines for Archaeology and Historic <br /> Preservation will not be reimbursed. <br />
