Page 2
Three bids were received and opened on August 30, 2000. The results (copy of the bid
tabulation is attached) of the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over -Under
Option A
Engineer's Estimate $ 83,581.00 ------
Calhoun County Contracting Corp. $ 178,947.00 184.26
Otto Baum Company, Inc. $ 207,108.00 229.00
Christy-Foltz, Inc $ 262,258.00 316.61
Option B
Engineer's Estimate $ 47,872.00 ------
Calhoun County Contracting Corp. $ 179,076.00 184.47
Otto Baum Company, Inc. $ 199,028.00 216.16
Christy-Foltz, Inc. $ 288,478.00 358.26
The low bid was noted by staff to be considerably over the Engineer's estimate and the
approved budget in the City's Capital Improvements Fund ($80,000). The Engineer's estimate
was prepared based on limited experience for this type of work. An inquiry was made of the
Illinois Department of Transportation (IDOT) about typical unit prices. The information
provided by IDOT indicated that the unit prices obtained by the City are in line with those
obtained by IDOT for similar work.
Staff has considered the impacts to the Capital Improvements Fund if the decision is
made to proceed with this project. It was decided that the overrun on this project can be offset by
savings in other projects for the remainder of the Fiscal Year. This project will promote the
City's continuing efforts to control the sediment into Lake Decatur and enhance the Lake shore
environment.
It is staff's recommendation that we proceed with this contract using Option A. Option A
will provide a durable, aesthetically pleasing, long term solution for the City's current need for .
improved slope stabilization in the Lake Grove Club area.
Funding for this project will come from the General Capital Fund.
