. � <br /> TERRORISM: CONSEQUENCE MANAGEMENT <br /> • BASIC PLAN <br /> I. Introduction <br /> A. Purpose <br /> This plan establishes the policies and procedures under which Decatur and Macon <br /> County will operate in the event of a terrorism emergency. It defines the roles, ', <br /> responsibiliries, and relationships of government and private organizations in response to <br /> the consequences of terrorism. This plan provides assurance of appropriate response to � <br /> protect the population of Macon County in the event of an incident including Weapons of I <br /> Mass Destruction(WMD). <br /> B. Scope <br /> This annex describes how local agencies and organizations aze mobilized and coordinated <br /> in response to or support of a Weapons of Mass Destruction(WMD)emergency in <br /> response to terrorism. Also described aze procedures to integrate with state and federal <br /> response efforts with DecahulMacon County capabilities. <br /> C. Relationship to Other Plans <br /> 1. The Decatur/Macon County Emergency Operations Plan Creates an Umbrella for <br /> protecting the health, safety, and properiy of the public from a11 hazards and <br /> • idenrifies the mirigation,preparedness,response and recovery acrivities relevant <br /> to all hazards. It is supported by a set of standard operating procedures(SOP's) <br /> that address specific situations and operational concepts. This annex deals only <br /> with those items directly related to the management of the consequences of an act <br /> of terrorism. <br /> 2. The Macon County Terrorism Task Force has developed this plan in coinpliance <br /> with SLG-101-Guidelines and its content applies only to Macon County. It is <br />' intended to supplement the Macon County Emergency Operafions Plan and, as <br /> such, does not conflict with the County plan which addresses a full range of <br /> major emergencies. <br /> 3. The Illinois Plan for Radiological Accidents(IPRA)will be used during an <br /> incident involving a potential or actual release of radiation from any source. <br /> Activities required to protect the public health and safety in such circumstances <br /> will be implemented in accordance with the procedures of the IPRA. <br /> • Annex V:Teaorism:Consequence Management Plan <br /> -1- <br />
