. . <br /> � <br /> II. Situation&Assumptions <br /> A. Situation <br /> The popularion of Deca.tur/Macon County is vulnerable to acts of terrorism, <br /> whether domestic or foreign, or whether directed against the population in <br /> general,a specific segment of the popularion, or a govermnental or private <br /> organizarion. Such an act may involve explosive or incendiary devices; attacks <br /> by armed subjects, attacks against chemical storage, or transportation resources, <br /> or may involve the use of chemical,biological, or radiological weapons of mass <br /> destruction. <br /> B. Assumprions <br /> 1. A terrorism event may not be umnediately recognized as an act of <br /> terrorism. <br /> 2. In the event of a terrorist incident, there will be mulriple agencies <br /> involved in response actions. Because of the nature of the consequences <br /> of terrorism events, it is anricipated that response will include local <br /> County, State, and Federal resources. <br /> 3. Protective acrions to be taken by citizens in the risk azeas include in- <br /> place sheltering, evacuarion, and if the need arises quarantine. <br /> • 4. The amount of time available to deterniine the scope and magnitude of <br /> the incident will impact the protective actions recommended. <br /> 5. In the event of a serious incident, many of the residents in the risk area <br /> will choose to evacuate spontaneously. Many will leave by way of routes <br /> not designated as main evacuarion routes. <br /> 6. In the event of an evacuation, disaster research has indicated that at least <br /> 75%of the population at risk will relocate to private hoines or <br /> hoteUmotel facilities. For planning purposes, mass care resources will be <br /> idenrified for 25%of the at-risk population. <br /> 7. Hazardous materials(biological, chemical, or nucleaz)entering the <br /> sewage system of any town may necessitate the shut down of the <br /> treatment plant and release of unh-eated sewage. <br /> 8. A significant event of terrorism would rapidly overwhelm resources in <br /> and around the affected area. <br /> 9. Maximum protection must be provided to a11 emergency personnel until <br /> the exact nature of the incident has been identified and appropriate <br /> response actions have been formulated. <br /> • Annex V:Terrorism:Consequence Management Plan <br /> -2- <br />
