• I. Pipetines 1. Eight major pipeline systems are found in Macon County:Texaco Cities Service Pipe Line Cornpany, Shell Oil Coinpany, Illinois Power Company,Explorer Pipe Line Company,Phillips Pipe Line Company, Panhandle Eastem Pipe Line Company,Williams Pipe Line Company, and Marathon Pipe Line Company. Some companies have multiple pipelines. They may carry gasoline, diesel fuel, heating oil,jet fuel, crude oil,propane butane aviation gasoline, or other hazardous potentially explosive products. J. Population Density The primary county popularion is located in Decatur(83,885)and in adjacent towns and villages in the center portion of the county where Interstate 72,two U. S. Routes and three state routes pass through and intersect. The total county population is 117,206(1990 Census). K. Time Variables Peak traffic periods are generally froin 6:00 a. m.to 9:00 a. m. and 3:00 p. m.to 6:30 p.m.,Monday through Friday, throughout the county. High fraffic volume is experienced just before and just after major holidays on all highways. Traffic is especially heavy on Rt. 51 from Pershing Road in Decatur north to the Hickory Point Mall in Forsyth throughout major shopping seasons. IV. Concept of Operations • All actions involved in the response to, and recovery froin a tenorism event fa11 into one of two categories;Crisis Management and Consequence Management,which may function consecurively or concurrently. Crisis Management,is defined as"Measure to identify, aquire, and plan the use of resources needed to anticipate, prevent, and/or resolve the threat or act of terrorism. Consequence Management is defined as Measures to protect the public health and safety, restore essenrial government services, and provide emergency relief to the govertunent, businesses, and individuals affected by the consequence of terrorism. Crisis Management will be implemented with Law Enforcement as the lead agency. Consequence Management will be impleinented through a Unified Command Systein. A key concept,which forms the cornerstone of this annex is that all response operations are conducted at a crime scene, and the ultimate prosecution of the perpetrators may be severely impacted by response and recovery operations. For these reasons,the inter- relationship between Crisis and Consequence Management is critical. At any event where terrorism is suspected a Unified Command System will unmediately be established including the lead Crisis and Consequence Management agencies as well as a command officer from all other on-site responding agencies. The structure of the UIC system will constantly evolve during the course of the incident,but will always include the lead Crisis and Consequence Management Agencies. • Annex V:Teirorism:Consequence Management Plan -5-
