, . ��� <br /> Narrative: �I <br /> • Recently,highly publicized incidents, including the bombing of the federal building in Oklahoma <br /> City and the explosion of the 1996 Olympics in Atlanta, have highlighted the rising incidents of <br /> teirorist acts. Once thought of as a problem relegated to trouble spots in far away nations, people <br /> of ail countries are now painfully aware that a terrorist can attack any time, any where. <br /> Although dozens of federal agencies stand ready to respond to a terrorist incident, the fact is that <br /> the fust response almost always falls on the shoulders of the local einergency response teams. <br /> Therefore, Macon County has developed a Terrorism Task Force to develop and implement <br /> a county wide plan to help ensure the protection of its popularion. <br /> To develop this plan we have considered that acts of terrorism can be committed in various <br /> forms. Each incident will have distinct, individual characteristics,however the out comes have <br /> many sunilar qualiries. This plan will act as a guideline for emergency services personnel in the <br /> event of an incident involving terrorism,including those events involving Weapons of Mass <br /> Destruction. <br /> To have a better understanding of the concepts applied in this plan, a list of commonly used terms <br /> and the definitions are included on the following pages: <br /> Terrorism: (Department of Justice definition) <br /> The systeinatic use of terror especially as coercion;violence or the threat of violence <br /> committed by a group or groups in order to intimidate a population, specific segtnent of <br /> the population, or the government in the furtherance of their objectives either polirical or <br /> • social. <br /> Weapons of Mass Destruction: (Title 12,USC E332a) <br /> Any destrucrive device, explosive, incendiary, poison gas,bomb,grenade, rocket having <br /> a propellant charge of more than 1/4 ounce,mine or similar device; any weapon <br /> involving a disease organisui;or any weapon designed to release radiarion or <br /> radioactivity at a level dangerous to human life. <br /> Crisis Management: (FBI definition) <br /> Measure to idenrify, acquire, and plan the use of resources needed to anticipate,prevent, <br /> andlor resolve the threat or act of terrorism. <br /> Consequence Management: (FEMA definition) <br /> Measures to protect the public health and safety,restore essential government services, <br /> and provide emergency relief to the government,businesses, and individuals affected by <br /> the consequences of terrorism <br /> Biological agents: (Federal Response Plan definition) <br /> Microorganisms or toxins from living organisins that have infectious or noninfectious <br /> properties that produce lethal or serious effects in humans,plants, and animals. <br /> Cherrucal agents: (Federal Response Plan defuution) <br /> Solids, liquids, or gases that have chemical properties that produce lethal or serious effect <br /> in human, plant, and animals. <br /> Nuclear weapons (Federal Response defuurion) <br /> Weapons that release nuclear energy in an explosive manner as the result of nuclear chain <br /> reactions involving fission and/or fusion of atomic nuclei. <br /> • Annex V:Terrorism:Consequence Management Plan <br /> -111- <br />
