Ratekin, Assistant City Engineer �jr-� <br /> " L� <br /> Subject: Illinois Environmental Protection Agency <br /> Delegated Authority Permit <br /> Water Main Permits <br /> The City of Decatur has for the last six (6) years issued permits as a Delegated Authority <br /> for the construction of new water mains in the City by agreement with the Illinois Environmental <br /> Protection Agency(IEPA). The Delegated Autharity Permit allows the City to review and <br /> approve the installation of new water mains. Without this agreement between the City and the <br /> IEPA, all new water mains would have to be reviewed and approved by the IEPA. The IEPA <br /> typically requires 30 to 90 days to process a permit application. The City is able to issue a permit <br /> for new construction within five (5) working days of the receipt of a permit application. <br /> The Engineering Division has requested a change in our Delegated Authority Permit with <br /> the IEPA due to the departure of Bruce McNabb. <br /> The IEPA has forwarded to the City the revised permit. Attached for your review is the <br /> revised agreement with the IEPA for the necessary changes in the Delegated Authority Permit. <br /> The Engineering Division has reviewed this agreement and recommends its approval. <br /> City Staff will be in attendance at the City Council meeting to answer questions that <br /> Council members may have. <br /> attach: 2 <br /> cc: Matthew Newell, Traffic Engineer <br /> John Smith, Water Production Manager <br /> Steve Yeager, Water Distribution Manager <br />
