Ratekin, Assistant City Engineer jr-
" L
Subject: Illinois Environmental Protection Agency
Delegated Authority Permit
Water Main Permits
The City of Decatur has for the last six (6) years issued permits as a Delegated Authority
for the construction of new water mains in the City by agreement with the Illinois Environmental
Protection Agency(IEPA). The Delegated Autharity Permit allows the City to review and
approve the installation of new water mains. Without this agreement between the City and the
IEPA, all new water mains would have to be reviewed and approved by the IEPA. The IEPA
typically requires 30 to 90 days to process a permit application. The City is able to issue a permit
for new construction within five (5) working days of the receipt of a permit application.
The Engineering Division has requested a change in our Delegated Authority Permit with
the IEPA due to the departure of Bruce McNabb.
The IEPA has forwarded to the City the revised permit. Attached for your review is the
revised agreement with the IEPA for the necessary changes in the Delegated Authority Permit.
The Engineering Division has reviewed this agreement and recommends its approval.
City Staff will be in attendance at the City Council meeting to answer questions that
Council members may have.
attach: 2
cc: Matthew Newell, Traffic Engineer
John Smith, Water Production Manager
Steve Yeager, Water Distribution Manager
