SCOPE OF SERVICES
Each of the following tasks will be documented in a draft Technical Memorandum. The
memoranda will be incorporated into a draft Final Report for the study. Following review by the
City, the Final Report will be prepared. A six-month schedule is proposed for completion of the
Draft Final Report. Following a review period, the project would be completed with the Final
Report.
Task 1: Data Collection
Base Map—
During this task, Corradino will establish a profile of the fixed-route transit system. Corradino
will use currently available maps and data to depict the system. A computerized map of the fixed
routes will be prepared to allow for graphic presentation of existing services and proposed
recommendations.
Boarding/Alighting Survey—
It is important to understand how routes are perfoning. The best way to define system
performance is to conduct a 100 percent boarding/alighting survey. During the survey,
Corradino would identify ons/offs by stop for an entire day in the system, schedule adherence,
and other related data. This will allow Corradino to conduct an in-depth performance analysis of
the fixed routes. Graphics will be prepared that show how each route is performing at the
performance level. In addition Corradino will develop performance analyses that identify 1).
routes that are performing acceptably(generally considered to be over 80% of the system
average for passengers per hour), 2). routes that need modification (50%to 80% of the system
average), and 3). routes that may need to be replaced with alternative service (operating under
50% of the system average).
Passenger Survey—
Corradino will also conduct a survey of the transit system riders. This survey will be an
attitudinal survey and will identify passenger characteristics, perceptions, and related
information.
System Profile—
Corradino will collect from the City detailed operations data on the fixed-route transit system
and develop a cost allocation model to accurately define costs. Information on revenue hours
and miles, platform hours and miles, capital equipment(vehicles, shelters, structures, etc.), and
other operations information will be collected and put into tabular format.
Summary—
The data collected in this task will provide a basis for future analysis activities and also give the
Decatur Public Transit System a performance benchmark.
Decatur Public Transit System
Transit Planning Study 1 S
