Task 2: Public Opinion and Involvement
This task will be used to incorporate public opinion of the existing fixed-route transit system into
the study, as well as identify demand for additional services.
Community Survey—
Corradino will conduct a statistically valid survey of the general community. Surveys will be
distributed by mail or phone to a randomly selected sample of the population. Corradino will
collect the responses and prepare analyses of the results. The surveys will gauge public opinion
of the esting fixed-route transit system and identify demand for additional services.
Community Workshops—
Corradino will conduct two community workshops during the study. The first will be held
toward the beginning of the study to identify community opinions. Corradino will work with the
City to bring transit riders, the general public, and agency representatives to the workshop. The
second workshop will be held during the later tasks as the draft plan is being developed.
Typically, each workshop is actually two or three meetings held at difFerent locations in the
community.
Public Hearing—
One public hearing will be held to present the transit study to appropriate elected bodies and the
public.
Task 3: Fixed-Route Demand Analysis
The CONSULTANT will develop a Transit Propensity Analysis of the transit study area and any
identified adjacent service areas. The Transit Propensity Analysis will be a GIS analysis and will
include factors such as density, age, income, gender and race. Conadino will also examine
paratransit ridership patterns to identify opportunities for attracting pazatransit ridership to the
fixed-route system. Information from the public opinion survey conducted in Task 2 will also be
examined for the fixed-route demand analysis.
Task 4: Fare Structure
T'his task will examine the affect of the existing fare structure on ridership. Using elasticities
accepted as industry standards, Corradino will prepare an analysis that identifies the impact on
ridership of lowering or raising fares; implementing discount programs; incorporating smart card
or magnetic card technology; and related issues. This analysis will provide direction for
improvements or changes to the current fare structure and fare collection methodology.
Decatur Public Transit System
Transit Planning Study 16
