Smith, Acting Director of Water Management <br /> SUBJECT: South Water Treatment Plant �I <br /> Raw Water Pump Station SCADA System Engineering ' <br /> City Project 2000-23 <br /> The Raw Water Pump Station (RWPS) serving the City's South Water Treatment Plant <br /> (SWTP) pumps water from Lake Decatur into the SWTP. This water is treated and then put into <br /> the City's water distribution system. Presently the RWPS controls are connected to the SWTP <br /> through underground wires that enable staff to operate and monitor operations and conditions at <br /> the RWPS. This existing control system needs to be replaced with a radio telemetry system so <br /> the RWPS can be incorporated into the Supervisory Control and Data Acquisition (SCADA) <br /> system being implemented by the City. <br /> The City Council at its June 5, 2000, meeting approved an agreement with PC & E <br /> Consulting Engineers to design the SCADA system. The cost of the services is a not-to-exceed <br /> amount of$30,300 with funding coming from the Water Capital Fund. <br /> As Council is also aware, Black and Veatch Engineers is in the process of designing the <br /> SWTP ion-exchange (IX) nitrate removal facility. The IX facility will also have a SCADA <br /> system to allow for monitoring and control of the facility from the SWTP control room. When <br /> the IX nitrate facility is built, a new personal computer (PC) and software is required for the <br /> nitrate IX SCADA system. The RWPS SCADA project would have used the existing control <br /> room PC and software. <br /> PC & E has consulted with Black & Veatch on the type of PC and software needed for both <br /> facilities, and PC & E and Black & Veatch recommends that the computer and software be <br />
