Spaces Required <br /> Additional space at the South Water Treatment Plant (SWTP) is needed for the <br /> new Water Management Department. Initially the Water Management Director <br /> and his secretary will be relocated to the plant and in the next few years <br /> engineering staff may be relocated to the plant. These office functions need the <br /> support facilities of a conference room/etc. and additional parking. <br /> There is also a need for additional space in the SWTP laboratory to meet the <br /> Illinois Administrative Code for certified laboratories. Separate space is required <br /> for the testing of potable and non-potable water. Thus a new laboratory room is <br /> needed. <br /> It has been noted there is a need to increase plant security at the reception area. <br /> B. Approach <br /> Design Professional's personnel have met with the City of Decatur, Director of <br /> Public Works, the Water Production Manager, and plant staff to discuss <br /> expansion needs identified above and possible approaches. It has been agreed <br /> that the expansion needs to have the same architectural character as the existing <br /> plant, needs to be as practical as possible, needs to function well with the <br /> existing building and needs to be completed as soon a possible. <br /> After studying the site constraints with Mr. McNabb and Mr. Smith, it has been <br /> decided that an addition starting at the lobby and extending to the west would <br /> best meet the stated goals. Since there are two significant pipes below grade in <br /> the addition area, a basement will be required.
