The Milling and Rehabilitation Program involves removing one to two
inches of the existing street surface by milling and then placing a new hot bituminous concrete
surface over the milled area. The purpose of this program is to restore the useful life to a
pavement in advance of its deteriorating to a condition that would require its complete
reconstruction.
